On October 25, 1990, the Supreme Council of the Kazakh SSR adopted a landmark document that paved the way for the formation of an independent Kazakhstan — the Declaration of State Sovereignty. This declaration was the first concrete and courageous step toward independence. It outlined the key principles of state sovereignty, including territorial integrity, political and economic independence, and the supremacy of national legislation.

This historic document laid the legal and political foundation for the later Declaration of Independence and the establishment of the sovereign Republic of Kazakhstan in 1991.
